McKenna, Inslee differ on plan for needy schools

SEATTLE (AP) ? A relatively obscure tax plan to equalize the way Washington homeowners pay for public schools got some time under the spotlight as the candidates for governor debated its merits.

What was most surprising about the mention of the levy swap plan at Tuesday's debate in Yakima was the way this idea from Democrats has been adopted by Republican Rob McKenna and appears to have been rejected by Democrat Jay Inslee.

The plan would replace some local property taxes with a statewide education property tax and essentially take tax money from property rich taxpayers and distribute it to areas with schools in greater need.

McKenna generally endorsed the levy swap during the debate, noting that Democrats and Republicans have both been working on the idea. The chief proponent of the swap is Rep. Ross Hunter, D-Medina, chairman of the House Ways and Means Committee.

Inslee, however, called the levy swap a "gimmick." His campaign has created a website rejecting the idea and warning voters their property taxes might go up if McKenna is elected.

McKenna spokesman Charles McCray said the candidate supports the concept of the levy swap, but specifics haven't been worked out because they don't have the staff resources that come with being governor. He said it wasn't clear whether proposals being worked up by Hunter and others would be taken up in their entirety.

"I would imagine they would serve as somewhat of a framework," McCray said.

McCray said the levy swap is necessary to respond to a state Supreme Court decision that determined the state was not adequately funding education.

Inslee spokeswoman Jaime Smith said the candidate doesn't think increasing property taxes for hundreds of thousands of people when the state is just beginning to emerge from the recession is the right thing to do.

"Especially when the proposal only fixes part of our education funding problem on paper, but doesn't do a single thing to fix it in our classrooms," she said.

Hunter said his proposal is still a work in progress, and he predicted if he and his colleagues can write a policy that gets enough votes in both houses of the Legislature, it would get signed by the governor, no matter who wins in November.

The idea is not ready for prime time, however, or for a sound bite during a political debate, Hunter said.

"It does not lend itself well to the kind of campaign these guys have to run," he said.

Hunter expects the levy swap will be part of a long-term plan that makes school funding fair and dependable across Washington. The new levy system wouldn't cost school districts a penny ? some would actually see their tax income go up ? but it would hit some taxpayers in their wallets.

Instead of the school districts with the highest property values being able to collect the most school levy dollars, taxpayers across the state would be contributing more to the overall state education system, and that money would be redistributed according to student population and needs, not by property values.

Taxpayers in high property value districts might not like seeing their dollars shifted to other places. And in places where taxpayers are paying relatively low school levies, such as Seattle, where a large population shares the tax burden ? residents would likely see their taxes go up.

Meanwhile, school districts in property tax poor communities are not happy about how much money they would be getting in the proposed new system.

Rep. Marcie Maxwell, D-Renton, who like Hunter represents voters in Seattle's suburbs, said Wednesday she thinks Hunter's idea is worth exploring further.

Maxwell added she was skeptical about how money would be taken money from the Seattle suburbs and sent elsewhere in the state, and said her constituents were concerned about increases in their property taxes.

Hunter, one of the Legislature's chief budget writers, believes his proposal would move about $1 billion around and eventually help fix some of the inequity in the way school dollars are distributed around the state.

Jack Welch sets Twitter ablaze with Obama job jab

BOSTON/WASHINGTON (Reuters) - Jack Welch, the former chairman of General Electric Co, provoked cries of outrage in Washington on Friday when he suggested that the White House manipulated September job figures for political gains.

White House officials dismissed as "ludicrous" a tweet Welch sent to his more than 1.3 million followers that gave the impression President Barack Obama's administration may have rigged the data as a way of recovering from a poor showing at Wednesday night's debate with Mitt Romney, his Republican challenger for the White House.

"Unbelievable jobs numbers?these Chicago guys will do anything?can't debate so change numbers," Welch said in a posting on Twitter. Obama formerly served as a senator from Illinois.

The tweet was repeated more than 2,000 times, with many mocking posts comparing Welch to New York real estate tycoon Donald Trump, who during his failed bid for the presidency loudly argued that Obama was not born in the United States, and Clint Eastwood, who gave a widely panned speech at the Republican National Convention in August.

Welch, who with his wife, Suzy Welch, writes a column for Reuters, said he is not "accusing anyone of anything." But he stood by his tweet.

"These numbers just don't go with the economic activity." Welch said. "You draw your own conclusions."

Officials in Washington quickly dismissed the idea that the Labor Department report - which showed unemployment falling to a near four-year low of 7.8 percent - could be rigged.

"That's a ludicrous comment. No serious person believes that the Bureau of Labor Statistics manipulates its statistics," said Alan Krueger, chairman of the White House Council of Economic Advisers. "The jobs report and all of their other statistics are prepared by career employees. They use the same process every month. They use the same process for Republican and Democratic administrations."

Later on MSBNC, Welch told host Chris Matthews: "I have no evidence to prove (the BLS numbers were manipulated). I just raised the question." But he said: "You don't think it's coincidental that we've had the biggest job surge since 1983? These numbers defy logic."

The tweet was by no means Welch's first criticism of Obama on his Twitter feed, where he has regularly spoken out in favor of Romney. During the presidential debate in Denver, Colorado, on Wednesday night, Welch tweeted: "HOW can anyone vote for Obama after this performance?he has demonstrated his incompetence."

"This guy is the guy that's telling me the books are cooked? That's hilarious," said Barry Ritholtz, CEO and director of equity research at Fusion IQ in New York, which manages about $300 million in assets. Ritholtz, one of the first to respond to Welch's tweet, was referring to the allegation that during his tenure at GE, Welch sometimes used the GE Capital finance unit to sell quickly assets such as real estate and ensure that the largest U.S. conglomerate regularly beat Wall Street profit estimates.

Other tweets agreed with Welch's assertion.

"In regards to today's jobs report---I agree with former GE CEO Jack Welch, Chicago style politics is at work here," said Florida Representative Allen West, a Republican, on Twitter.

BLS DEFENDS METHODS

Officials with the Bureau of Labor Statistics defended their methods and findings, noting they are compiled by career civil servants, not political appointees.

"We have done a monthly survey since 1940 and the methods have broadly not changed," said Karen Kosanovich, an economist with the bureau. "Fiddling with the numbers, I don't know how that would be possible."

U.S. Labor Secretary Hilda Solis told CNBC that she was "insulted" by the remark.

As for Welch, 76, he says he went through reviews of more than a dozen companies in different industries this week and none were stronger in the third quarter than they were in the second.

"You can't just call me old and senile," he said.

Referee charged in husband's death due in LA court

(AP) ? A nationally known professional tennis referee is due in court as lawyers set the stage for a trial in the bizarre coffee cup death of the woman's husband.

The attorney for Lois Ann Goodman has dropped her opposition to a request from investigators for a DNA sample. The sample will be taken when the 70-year-old Goodman comes to court Wednesday.

Goodman is charged with bludgeoning her husband with a ceramic cup in April. Authorities initially believed the 80-year-old fell down stairs at home while she was away, but later decided it was murder.

Goodman was arrested in New York in August just before she was to referee at the U.S. Open. Her attorney maintains the victim died in a freak accident.
